With all due respect, rpm is mostly GPL licensed, except for 3rd party
code and code in the lib subdirectory. This is very explicitly covered
in the COPYING file.
As you well know, there are multiple authors of rpm, and any change to
the license would require their consent.

Naughty? In fact,GPL code is toxic for rpm purposes, rpm (and me) live
LGPL lunatic fringe of FLOSS and cannot use *ANY* GPL code.
But there's enough licenses applied to rpm that any lawyer can
probably make a living litigating. <shrug> I dinna do it, my rpm fork
